29TH LATVIAN CYCLISTS UNITY RIDE 2019

Regulation

1. OBJECTIVE

1.1 To popularise and promote cycling sport in Latvia.
1.2 To involve Latvian inhabitants of different ages and genders in the ride.
1.3 To create the sense of unity of the people and to promote a healthy lifestyle.
1.4 To continue traditions started by the Unity Ride.

2. ORGANISATION

2.1 The competition is organised by SIA Igo Japiņa Sporta aģentūra, the Latvian Mountain Bikes Federation in cooperation with the Latvian Cycling Federation (LCF).
2.2 Contact information of organisers – tel.67314140, e-mail info@velo.lv, website www.velo.lv.
2.3 All the information about the 28th Latvian Cyclists Unity Ride, which is binding for participants, will be published on the official website www.velo.lv.
2.4 The Chief Commissaire of the competition is Aleksandrs Trofimovs, an UCI national commissaire.

3. TIME AND VENUE

3.1 The competition will take place on 1st September 2019 in Sigulda.
3.2 The start and the finish are on Spieku Square (intersection of Cesu and Gaujas Streets).
3.3 Registration and awards ceremony is at Svetku Square.
3.4 Details of the competition programme will be updated. Follow the information on www.velo.lv.

4. DISTANCES

4.1 Sport Road Ride 99 km: Sigulda - Ieriki - Cesis - Stalbe - Ragana - Turaida - Sigulda. (LCF 1st category race).

4.1.1 Only holders of UCI-Elite, Masters or “Cycling for all” licences are eligible for the sport road ride. More info on www.lrf.lv.
4.1.2 Only persons born in 2002 or older persons are eligible for the sport road ride.
4.1.3 Only road bicycles are eligible for the sport road ride.
4.1.4 The time limit for lagging behind the group is 15 min. Outside this time limit participants continue their ride according to the general traffic rules set by the Road Traffic Safety Directorate. Participants are not provided a transport at the end of the distance or security of the State Road Police.

4.2 Mountain Bike Ride 48 km: Sigulda – Nurmizi - Ratnieki - Gaujmala – Sigulda. (LCF 2nd category race).

4.2.1 Only persons born in 2002 or older persons are eligible for the mountain bike ride.
4.2.2 Only mountain bicycles (MTB) are eligible for the mountain bike ride.
4.2.3 The finish closes at 17:00.

4.3 ELEKTRUM Popular Ride 36 km: Sigulda – Sēnīte – Murjāņi – Ragana – Turaida – Sigulda.

4.3.1 Only persons born in 2007 or older persons are eligible for the popular ride.
4.3.2 The popular ride is not for those, who were part of the Latvian national team in 2017-2019 and have ridden in the UCI continental team.
4.3.3 Any types of bicycles equipped with breaks are eligible.
4.3.4 Time trial bicycles cannot be used.
4.3.5 All participants with non-standard bicycles use the last corridor.
4.3.6 Tandem bicycles are not evaluated.
4.3.7 The finish closes at 17:00.

4.4 Retro velo ride: ~ 22 km or 29 km: Sigulda - Nurmiži - Ratnieki - Sigulda. Distance can be shortened depending on participants abilities and willingness.

4.4.1 Only persons born in 2007 or older persons are eligible for the Retro velo ride.
4.4.2 It is suggested but not obliged to participate in Retro velo ride with retro style bicycle and vintage clothes. It is allowed to participate with any kind of bicycle.
4.4.3 Retro velo ride is type of active leisure and not considered as competition.
4.4.4 There are included in distance: beautiful Latvia’s nature, culture and mankind objects, the tasting of Latvian products will be provided in control points.
4.4.5 The finish closes at 17:00.

5. EVALUATION

5.1 Evaluation of the Road Sport Ride

5.1.2 Team evaluation
An unlimited number of participants may be registered in a team. Team evaluation is calculated by summing results of 4 team’s fastest participants. Teams should be registered on www.velo.lv in section “my teams”. One technical assistance vehicle may follow each registered team at the distance. The vehicle driver and the team mechanic must have an LCF licence.

An unlimited number of participants may be registered in a team. Team evaluation is calculated by summing results of 4 team’s fastest participants. Teams will be evaluated on the basis of equal team names.

5.3 Evaluation of the ELEKTRUM Popular Ride

5.3.2 Team evaluation
An unlimited number of participants may be registered in a team. Team evaluation is calculated by summing results of 4 team’s fastest participants. Teams will be evaluated on the basis of equal team names.

5.3.3 Special evaluation
1. Most United Company. Team compositions (names, surnames, birth data, distances) should be sent on a company’s form, signed and stamped by CEO of the company to e-mail pieteikumi@velo.lv.
2. Most Abundantly Represented Municipality. Municipalities should send the list of participants specifying names, surnames, birth data and distances. The list should be on municipality’s form, signed and stamped by the head of the municipality. To be sent to e-mail: pieteikumi@velo.lv.
3. Most Abundant Family. Families must send a single list (names, surnames, birth data, distances) to e-mail pieteikumi@velo.lv.

5.4 Evaluation of the Retro velo ride.

Retro velo tourism ride is not evaluated as a competition. Assessment of each participant is personal satisfaction.
Most stylish riders and bikes will be awarded.

6. APPLICATION AND REGISTRATION

6.1 To register a participant, the following data must be specified: name, surname, date of birth, gender, phone number, selected distance. Answers to other questions of the questionnaire are not mandatory.
6.2 Participants may register for the competition in person or by a representative of a team/family/company. When registering participants, the representative undertakes responsibility that he/she will inform each registered participant about the rules provided in these regulations, especially those concerning health and safety of participants.
6.3 Teams for sport distance may be registered only at www.velo.lv. The representative must register/create its account at www.velo.lv and register his/her team in section “my teams” entering all the required information.
6.4 To simplify registration of large companies or groups, their representative must register/create an account at www.velo.lv and in section “my company applications” should create an application, where the representative may register all participants himself/herself or send a public address link to all participants, using which each participant enters registration data himself/herself. When all the participants have been registered, the representative may get an invoice to company details.

6.5 Where to apply before the event:
6.5.1 www.velo.lv from 17 June to 27 August 2019, 23:59
• when using internet bank payment forms (Swedbank and SEB bank customers) or paying with credit cards and debit cards online (Visa, MasterCard, Visa Electron, Maestro, etc.) or paying an invoices (the option to get an invoice to company details) with a credit card, the participant gets registered immediately;
• when using the payment form – post-payment of an invoice (the option to get an invoice to company details), the participant gets registered after the invoice has been paid.
6.5.2 In registration points from 1 July till 27 August 2019.

6.5.3 EXPO, 30-31 August 2019 - s/c Domina Shopping, address: Ieriku 3, Riga.

6.6 Application on the day of the competition on 1 September 2019 Svetku Square, Sigulda.
6.7 The start list of participants will be published on the official website of the event www.velo.lv.
6.8 The publicly available list of participants and results at www.velo.lv show the participant’s starting number, name, surname, year of birth, team represented, distance, age group and bicycle brand.
6.9 It is the duty of the participant to make sure that his/her data are correct and he/she has been included in the start list after the registration and payment.
6.10 Errors made during the registration process (birth data, name, surname, team) can be corrected until 27 August 2019 by sending e-mail to pieteikumi@velo.lv.
6.11 The distance or participant can be changed under following conditions by sending an email to pieteikumi@velo.lv:
6.11.1 Change of distance until August 27, 2019:
• to lower cost distance - free of charge;
• to higher cost distance - 5 eur.
6.11.2 Change of distance after August 27, 2019 - 10 eur.
6.11.3 Change of participant until August 27, 2019 - 10 eur.
6.11.4 Change of participant on the day of competition is not possible.

7. PARTICIPATION FEE

7.1 Participation fees for all distances:

7.2 The participation fee includes: provision of the track, participant’s number, time control microchip, provision of results at www.velo.lv, storage for belongings, provision of water and food at the distance and finish, commemorative medal, emergency medical aid, bicycle maintenance, recreation programme, photos and video at www.velo.lv.
7.3 If a participant withdraws, the participation fee is not returned.
7.4 If invoices for the participation fee are not paid by August 27, the registration is cancelled.
7.5 The invoices received should be paid, while the fee concerned is in force. If the invoice is not paid on time, the next price group is applied.
7.6 When applying at Sigulda TIC, the inhabitants of Sigulda holding an identification card of an inhabitant of the Sigulda Municipality get a 20% discount on the participation fee.

8. ASSIGNING, TAKING, USING NUMBERS AND STARTING ORDER

8.1 The participants, who will register by August 27, will be assigned starting numbers based on the place won in the previous year (in the 28th Unity Ride).
8.2 The participants, who did not ride in the previous year, will have starting numbers assigned based on the application date.
8.3 Starting numbers will be assigned on August 29. Each participant will get an e-mail and an SMS with the starting number assigned, which must be presented, when receiving numbers.
8.4 Preliminary reception of numbers will be organised on August 30-31 in EXPO Riga, Ieriku 3, Domina Shopping.
8.5 Reception of numbers on the day of the competition, on 1 September 2019, will be organised in Sigulda, at Svetku Square in the Registration tent.
8.6 Numbers for teams or companies may be taken by their representative, if announced before to an e-mail pieteikumi@velo.lv with sending the list of participants and representative.
8.7 3 numbers will be issued for the Sport Road Ride. One must be placed on the middle of the back, the second on the right side, aslant. The sticker with a number must be placed under the bike seat at the seatpost.
8.8 2 numbers will be issued for the Popular Ride. The paper number must be attached to the back at the right side, the plastic number – at the handlebar.
8.9 1 number will be issued for the Mountain Bike Ride. The plastic number shoud be attached at the handlebar.
8.10 One number will be issued for Retro velo ride.
8.11 Each participant will be assigned a number with a time control microchip attached. Each microchip is individual and is valid only for the participant, in whose name it was registered. It is prohibited to exchange, give to other person or sell these numbers and microchips.
8.12 The numbers must not be damaged and no components can be removed from them.
8.13 The fine for the loss or damaging of this number is 5 euro (it is recommended not to transport bicycle on the car with attached seatpost number).
8.14 When at the distance, numbers must be visible, it is prohibited to crimp their edges, cover them with clothing or bags.
8.15 Commissaires of competitions and their assistants have the right to remove from the track and corridors any participants, who are present at the track without their starting numbers.
8.16 Participants use starting corridors according to assigned starting numbers:

8.17 The starting order in 2020 will be determined based on the place won in 2019.
8.18 The last corridor is for non-standard bicycles (freakbikes, tandems, bicycles with trailers, etc.)
8.19 The last corridor is for all participants, who are accompanied by small children as passengers – in baby seats and in bike trailers.
8.20 Participants must start from the assigned corridor. A corridor can be changed to a worse/lower one.
8.21 The punishment for the change of the corridor to a better one than was assigned is disqualification.

9. AWARDS CEREMONY

Each participant, who reaches the finish, will receive a commemoration medal of the 29th Latvian Cyclists Unity Ride.

9.5 Special prizes from sponsors.

10. JUDGING AND INFORMATION FOR PARTICIPANTS

The competition takes place according to UCI regulations. The 29th Unity Ride is led by a commissaires’ panel approved by LCF.

TO THE ATTENTION OF PARTICIPANTS!
10.1 Helmets are mandatory, participants without helmets or with loose helmets are disqualified.
10.2 Time counting in each ride stars after the start signal given by the chief commissaire and ends, when the finish is crossed.
10.3 Bicycles, which are not in technical order or are not equipped with brakes, cannot participate in the competition.
10.4 When a participant repeatedly crosses the finish line, the time and the place of the last crossing is recorded.
10.5 A punishment in the form of disqualification is applied, if the finish line is crossed in the opposite direction.
10.6 If the distance is arbitrarily shortened, the participant is disqualified.
10.7 Participants are recommended to take with them – a pump, a spare bicycle tube, a drinking bottle, a mobile phone and other things based on the needs of the participant (clothing, medicines, etc.).
10.8 For safety reasons, organisers recommend not to use earphones to play music during the event.
10.9 Anti-doping control may be carried out during the competition.
10.10 Any participant, who believes that he or she was restricted by some action during the competition, has the right to submit a claim to the chief commissaire. The claim must be submitted in writing within 15 minutes after the end of the personal ride paying 25 euro.
10.11 All claims regarding results are accepted in writing to e-mail info@velo.lv within 24 hours after their publication at www.velo.lv. Claims are examined within 7 days from their reception.
10.12 The commissaires’ panel together with organisers have the right to decide matters, which are not mentioned in the regulations, as well as make changes to these regulations without a prior warning to participants.
10.13 The instructions provided by commissaires, organisers, the State Road Police and Emergency medical personnel are mandatory to all participants of the competition.
10.14 Organisers are not responsible, if participants are not aware of or violate the regulations.
10.15 Organisers of the competition are not responsible in any way for the children (younger than 12 years), who were taken to the distance without consent of organisers.
10.16 Organisers are not responsible for damages to tools or personal belongings of participants during the competition.
10.17 Organisers of the competition are not responsible for potential injuries of participants during the competition, before and after the competition.
10.18 All participants, when they apply for the competition, confirm with their signature that they undertake full responsibility for fitness of their health for the selected distance, as well as will observe traffic rules and regulations of the competition.
10.19 All participants of the competition are responsible for their own safety.
10.20 If you see anyone requiring medical aid at the track, try to help and inform organisers of the competition by calling to 26655444.
10.21 When applying to the competition, participants certify that they agree that the photo, video and audio materials taken before, after and during the competition will be used for marketing and advertising activities.
10.22 Please deliver any things you find to the Information Tent. Owners may receive their lost property in the Information Tent on the day of the competition. After the competition they can call organisers of the competition to 67314150.
10.23 Participants are asked not to throw any water glasses, empty bottles and sport foot packages on the ground. Please be reminded that part of the track goes through the GNP (Gauja National Park). Let’s keep Latvian nature clean!
